Both of SAP and OpenBravo are Enterprise Resource Planning software which helps organizations improve business performance, maximize operational efficiency as well as enable revenue growth. They provide WEP based integrated business software to most small and midsize enterprises (SME). WEP based business management software provides real-time information so better control operation, reply and decision can be made faster.
However, OpenBravo seems to be a bit more powerful as SAP can be offer to enterprises in certain countries only. OpenBravo supports companies all over the world, it does not only support SME, but also large companies.
As per SAP, it clearly shows there are main 3 packages, SAP Business One, Business ByDesign and Business All-in-One with prices on the webpage. These information helps SME to carry out initiative budgeting before making any formal enquires. As for OpenBravo, since QuickStart, SMB and Enterprise Edition are shown on their website, only general information provided. It doesn’t even shows the prices differences. SME may find it difficult to pre-budgeting the software by just searching on the website.
As far as my understanding of ERP, I think a firm shouldn’t implement enterprise resource planning software when it is a new company. I think it is better to implement the ERP when it has had time to mature. When a company start running, it is better to put most affords on getting more profit and build up all the networks for future business. Beside, both of the above mentioned ERP do not take long to be implemented. Also, as long as the company business becomes matured, it may not have clear picture on where need to be strongly focused. Thus, the ERP software may be wrongly address at the beginning.

This is a good beginning. You can try to compare the functions or modules included in OpenBravo and SAP, to see if they are more or less the same. Regarding pricing, you may find the prices for OpenBravo Quickstart, SMB and Enterprise at http://www.openbravo.com/product/erp/quickstart/. Click on the "Pricing" tab and scroll to the bottom to see how many users can access the software at the same time, and the price charged per user.

Perhaps you could add some supporting explanation for why you find Openbravo to be a bit more powerful than SAP. SAP has a longer history and better reputation than Openbravo, although Openbravo seems to have enough functionality to support most small business operations.
